DCIHL Player Handbook (Rules and Regulations)
The following is a list of rules and regulations for the Daejeon-Cheongju Ice Hockey League (hereafter referred to as DCIHL). Each player is responsible for knowing and following the "spirit" of the rules as outline below. Should you have any questions or concerns regarding the rules or guidelines below, please contact your team captain or the commissioner for clarification.
DCIHL REGULAR SEASON GAME RULES
1. Each round of the regular season consists of three (3) games; each game consisting of two 20 minute periods.
2. Each team will play two (2) games per round.
3. Team captains must nominate two (2) referees and one (1) scorekeeper from their team to officiate the "off games" in each round.
4. Tied or one-goal games will be stop-time for the final two (2) minutes of the second period.
5. Games tied at the end of regulation time will go to a three round shootout. If the winner is not decided at the end of the three rounds, it will go to a sudden-death shootout. The entire team MUST cycle through before any player can shoot again.
6. If any team fails to have enough players to ice a team (i.e. a full line and goalie), the opposing team will be awarded an automatic two (2) points. The team short of players may then recruit other players for an exhibition game. Goals and assists will only be tallied for the non-penalized team.
7. The referees employed by the DCIHL are player-appointed and therefore, not professional. Players are expected to respect ALL decisions made by the officials. At the referees' discretion, a five (5) minute misconduct penalty will be awarded to any player for using inordinately offensive language or behavior towards the referee.
8. Minor penalties are three (3) minutes of run-time.
9. No "full" slap shots are permitted. Half-slappers (below the waist) are permitted. A minor penalty will be assessed to any player deemed to have taken a "full" slap shot.
10. There is no direct body contact permitted (i.e. body checking). Jostling in the boards, scrambling for a puck, jockeying for position in front of the net, etc. allows for some incidental contact at the discretion of the referee(s).
11. A player, barring injury, travel or other extraneous circumstances (validity to be determined by team captains), MUST play in a minimum of 4 regular season rounds (i.e. 8 games) to be eligible for the playoffs.
12. Any dispute arising from early departure/late arrival of players will be resolved solely by the team captains.
13. Fighting will not be tolerated in the DCIHL. Any person(s) involved in an on- or off-ice altercation during a DCIHL sanctioned event will be suspended for his/her team's following game (playoffs included). Depending on the severity of the altercation, the team captains and commissioner may unanimously agree to extend the suspension for an appropriate length of time.
14. In the event of a tie in the standings between two or more teams at the end of the regular season, the following tiebreaker format will be used: (1) overall win total; (2) head-to-head record; (3) overall goals for; (4) overall goals against; and if the tie still cannot be broken, (5) a best of 5 rock-paper-scissors match.
DCIHL PLAYOFF RULES
1. The playoffs consist of semifinal and final matches. The semifinals will use a 1 vs. 4 and 2 vs. 3 playoff bracket. The winners of each semifinal will advance to play in the finals. In the event that the league has only three teams, the semifinal match will be played between the second and third placed teams. The winner of the semifinal match will play the first place team in the finals.
2. The semifinal match will consist of two 20 minute periods followed by one 10 minute sudden-death overtime (if necessary). If the game is still not decided at the conclusion of the overtime period, the game will proceed to a shootout.
3. The final match will consist of three 20 minute periods followed by one 10 minute sudden-death overtime (if necessary). If the game is still not decided at the conclusion of the overtime period, the game will proceed to a shootout.
4. The final 3 minutes of all playoff games will be stop-time.
DCIHL CAPTAIN DUTIES
1. Select a team at the conclusion of the draft game.
2. Hand out league jerseys, as well as record player names and numbers prior to the start of the season's first round matches.
3. Collect and record league fees from each player.
4. Collect team jerseys at the end of the season.
5. Nominate two (2) referees from team and one (1) scorekeeper to officiate the "off games" in each round and the playoffs.
6. Encourage team players to arrive on time for games.
7. Consult with other captains and the commissioner to resolve any issues not covered by the rules.
DCIHL PLAYER DUTIES
1. Responsible for knowing the DCIHL rules and guidelines put forth in the DCIHL Rulebook.
2. Arrive on time to all regular season and playoff games.
3. Pay all league fees in a timely manner.
4. Return league jersey promptly at the end of each season.
5. Respect the referees and other players.
6. Keep the changing areas clean after
use.
